Gougi Honkyo. The Grand Citadel. Within the confines of this massive fortress lies the heart of Iwagakure no Sato. The Grand Citadel is a castle in it's own right, complete with Environs, and an outer wall surrounding it. The Gougi Honkyo houses three essential structures to the Village Hidden in the Earth. The Administrative Domain, from which the Tsuchikage leads and guides the village. The Mission Alcove, where mission assignments, team formations, and exams are handed out. Lastly, the Scroll Atheneum, located deep in the basements of Gougi Honkyo, this vast collection of scrolls contains all the information one could want on Iwagakure no Sato. Some Restrictions Apply. These three structures make up the central system for operating Iwagakure no Sato.

    Located at the highest and most central point within Gougi Honkyo, lies a large room called the Administrative Domain, named such because this room is the pinnacle of the village hierarchy. From this room the Tsuchikage assigns missions, passes laws, and all other things expected of the Tsuchikage. Within this room the Village Hidden in the Stone is run. This room is also used for meetings of the Grand Convene, as well as other leader meetings involving the Tsuchikage. The room is rather large in size, about a hundred square feet, with an alcove on the eastern wall, separated by a single archway entrance.

  • Mission Alcove
    The Mission Alcove, is where all missions requests are reviewed, ranked, and assigned to teams preliminary to the Tsuchikage's approval. The alcove, connected to the Administrative Domain, is a respectably sized room in it's own right. Approximately sixty square feet, the room contains a large elongated desk which sits twelve people. It is here that mission requests move down the line of civil workers until they reach the end of the table, where they are sorted before being sent to the Tsuchikage for review. Caddy-corner from this table is a single booth with two workers. This booth collects the mission fees and hands out payments to the shinobi of Iwagakure no Sato.

  • Scroll Atheneum
    Deep in the subterranean levels of Gougi Hyonko lies the Scroll Atheneum, it is here that all the knowledge of Iwagakure no Sato is kept and recorded. The Scroll Atheneum contains scrolls dating back from the creation of Iwagakure no Sato to the recent activities of Akatsuki, as well as ranging in content from simple city maps to classified and forbidden techniques. The Scroll Atheneum is broken down into tiers, or levels, each level requiring a different amount of security clearance to gain entrance to. These tiers also act as levels of of the basements. The lowest security tier being the first basement level, followed by the sequential tier going deeper and deeper underground until the last tier.
