"The Medical Sector Demands the floor."
"Indeed, proceed." Seijitsu nodded her head in the direction of the director.
"Thank you, Your Majesty." The politician nodded in the Queen's direction as he proceeded into the center circle of the conference room. Hair pulled back in a small bun, his bright blue eyes were striking against his oddly darker skin in comparison to his fellow Yuki natives.
He cleared his throat as silence fell over the room in respect. "We are entering into a new era of Yuki. A new age in which countless possibilities are available to us, what with a new leader and the introduction of steam technologies into the realm. Yuki... if I may say, has been rather... archaic in it's mechanisms as of late and if we are to proceed into this new era and hold our security in this realm, we should take full advantage of it's possibilities."
"Sir, I have to be blunt. Our funds are currently allocated towards the purchasing and introduction of steam technology." Ah-yo, Koji, head chairman of finances raised an eyebrow at the presenter.
"I have absolutely no need for extra funds, but merely government support, my good man. I wish to advance and make Yuki into a better medical environment."
Koji shook his head quietly, "Your words can be as flowery as you wish, good director, but our funds are-"
Seijitsu put up a hand to silence Koji, who was allocated to her side. "Please calm yourself, Ah-yo-san. I have reasons for putting him on the agenda." Koji quietly fumbled with a pipe in respectable silence. Seijitsu turned her head towards the speaking director again, "Please proceed."
"Thank you, your grace." The director nodded their head in her general direction. "Yuki is lead by one of the greater medical minds that it has born and raised, Seijitsu Kodani herself. It would seem absolutely fitting that, as a country with a medical specialist as it's leader, that this country become a scholarly destination for medical trainees from around the world. It can offer the best knowledge, the best teachers, the best tools, all for the advancing of society."
"Indeed, but how can this be achieved without extra funding from the government?" A member of the board of finances spoke up.
"It's utterly impossible to get this advanced technology, scholarship and knowlegde into Yuki without it costing money."
"That is where the concept of private funding comes into play." Seijitsu spoke up, her face solidified against the hard stares of her cabinet.
"What do you mean, my lady?" Koji turned to face her, unsure of her intentions of the statement.
"It is rather simple. I have quite a few business connections in combination with my own personal monetary funding. Of course, my personal fund has been rather... decimated by the recent tragedy caused by the Yuki Ball, but I am still in sufficent means to help support the medical program."
"Your majesty, I doubt that you have enough funds to help start up a nation-wide program of medical advancement." Koji shook his head slowly, but kept his eyes on her.
"Indeed, you are correct, I don't."
A few confused looks were exchanged amongst the politicians.
"But I am not paying for a nation-wide program of medical advancement, I am supporting a local program of medical advocacy."
The Medical director spoke up again, "I have to explain a bit further into the whole purpose of my being here. Seijitsu herself would like to start her own personal college of medicine here in Yuki, taking on a few students with the most potential under her wing and teaching them the medical arts."
"Well, if I may be rude, but her Majesty has a country to run, people to house, clothe, feed and lead. She has no means of time to take care of all of these people and run a medical college."
"It is there that Mr. Miyasaki comes in." Seijitsu looked toward the presenting director, a smile spreading across her face. "Mr. Miyasaki will actually be handing down most of my medical information and training down into these students while I essentially pop in to advise them on the arts and help them to grow in personal affairs."
"How does this go to the advancing the medical scneario of Yuki?" A politician asked, tilting his head to the side.
"We will be doing this only as a start. Indeed. We will take on students from each country, give them the best education possible in private and send them back home with the knowledge they have learned from here."
"Isn't that... kind of stupid?" A bald-headed senator raised an eyebrow and his voice over the crowd.
A rumbling of voices broke out from around him. Seijitsu banged a gavel, silencing the voices almost immediately.
"Well, if you think of the in the now effects, maybe..." Mr. Miyasaki put his jawbone on his knuckles in thought. "...but we are not looking for the in the now effects, we are looking to plant seeds and invest in the future."
Seijitsu tilted her head to the side and closed her eyes dreamily, as if almost bored, "Hence, explaining why we will take the best potential students from each village and insert them into a rigorous, in-depth training regiment of the highest possible quality and equip them with the best knowledge possible under both Mr. Miyasaki's and my own direction." She sighed, "With this program, we will spread more knowledge around, yes... that could be considered a loss of monopoly, but instead... we will use it as Public Relations in the means that we will be spreading advanced doctors and their minds across the world in hopes of easing the pain of disease and saving countless lives from unfair and pre-mature deaths."
"With this reputation, we will continue to take in students, and if all goes as planned, Yuki will gain a respectable reputation as holding onto a mass amount of medical knowledge and a certain capability in the technologies. This, of course, will be an experiment."
"So... government monies and backing will be thrown away on an experiement that might not even work?!" The bald-headed senator roared over the crowds
"There have been government experiments that have been holding the seal of their countries that have done far worse." A mousy doctor with thick glasses chirped in, adjusting the lapel on her suit.
"It isn't even government funding, my good comrade." Mr. Miyasaki chuckled. "That's the beauty of it all, once we get enough clout, so to say, we can build the larger facilties and take in more students and develop a greater system with the best technology for all students, making it into a large university. These of course, being long-term plans and not to be fulfilled completely within the next year or so."
"It will take a long time, yes..." Seijitsu opened her eyes, resting her face on her index finger-tip, "But, with correct planning and wisdom, this goal for Yuki could be well achieved within a few years."
Silence fell over the room as those words left Seijitsu's lips. Lingering for a second, she sighed. It would be an interesting court session indeed...
