On Frozen Wings...

Much of what is seen on the surface of the country is acctually the residental housing for the village. From homes to entertainment districts are spread across this village. And at the base of it all one can find the coumpounds of a few of the founding clans of the village.

On Frozen Wings...

"Shura, Go left!"

The sound of a dozen footsteps echoed throughout the small shanty town in th Gakudan area of the water country. A dozen people, possibly shinobi by the way they dressed were chasing two girls, who were managing to elude them, though one of them had rather enourmous... assets... weighing her down. The other, a blue haired girl was much ahead of her, yelling out instructions. The big breasted blonde one broke left while the other stood still, drawing their pursuers attention. Seeing that they only had one target, the group converged on the girl, surrounding her. Without warning, they all pounced, only to find that within their mass of bodies, their target had eluded them.

"That was close... Now to find Shura.."

As she jumped down from a nearby tree she landed softly, only to be knocked on the head by a blunt object, her body rendered limp by an unseen blow to the head. Her body dropped to the ground and the last thing she saw was a headband that read Water, and then everything went black.

She woke up in a daze, a bright light shining directly in her face. The room around her was white tile, the ceiling rather low, and the floor made of larger tile. There was a window in the far back, but the bright light made her unable to see it clearly, she could only see some sort of reflection in the distance. She tried to move, to shield her eyes, but found herself handcuffed to the chair, hands behind her back. A deep gruff voice spoke out from the light induced darkness, its tone cynical and tormenting.

"I wouldn't do that If I were you. You're just going to hurt your wrists. I'll take them off if you want though... you just have to promise to listen to what I say. Will you do that?"

The man finally started coming into clarity, his facial hair a little rugged and his brown eyes calm. His hair fell forward, around his face but the majority of it was held back by a headband that simply read water.

"Who are you?! Where am I?! What do you want?!"

She fired off questions without remorse, each syllable wrought with distress and anger, though unjustfully so, since it had been her that was being chased for stealing. The man simply smiled, shaking his head.

"I said for you to listen, not to ask questions. I would hate to make you this offer while you aren't particularly...comfortable."

The girl quickly settled down, formulating a plan to escape, though she didn't even know where she was or if she could. All she knew was that if she got her hands free, she could probably get out. She nodded to the man, signaling that she would behave, though her eyes lowered, trying to appear broken. The man slipped around to the back of her, and in a matter of seconds she felt her hands fall to her side. Her wrists hurt a little, and her fingers felt asleep, but it was nothing she couldn't deal with.

"Okay, now I would like to introduce myself to you. My name is Iruka Satome. I am an emissary of the Water Country's daimyo. With the ninja village out of commission, many like me have been sent across the country to keep the peace, but now, a new opportunity has opened up, one that we might need your particular... skills for. I found your file in the old shinobi database and spent the last week trying to track you down."

As he said that he handed her an envelope with a picture of her, some info about her, and beyond that a file that was labeled "Classified". As she began to look it over, jher eyes widened, and the man continued talking.

"I know what you've been through and what it feels like, I'm originally from Kirigakure too. This kind of offer only comes around once in a lifetime, and i couldn't think of any reason why you wouldn't want tot be a part of it. If you agree to the terms, I think we can overlook your past... hiccups. If not, you'll probably go to jail for the rest of your life. What do you say?"

The girl finally had feeling back in her hands, she was preparing to strike, to distract the man and attack him, grab his keys and flee. She was almost in action, but he wasn't finished speaking just yet.

"Your friend Shura... She has already made her decision to go with my offer... What will you do?"

"Can you believe we finally have a home again... I was so tired of wandering".

"Yeah, me too".

Inside of the village two girls sat on a small ledge overlooking the newly built Shinobi Center, a large round building reminiscent of a shopping mall, with various supply stores, a book store, a food court, and a nice lounge area complete with a reflection pool. Eventually it would be a bustling area, but today, on opening day, the stores had very few people in them, everyone too busy with registrations and missions and things like that. Still, it was their duty today to make sure everything ran smoothly in this area, and their new headbands and flack jackets were proof that they would be taking that job seriously. One of the girls had dazzling blue hair and lavender eyes with a touch of blue, the other had fiery red hair with blonde tips and eyes that matched shade for strand. Though they weren't smiling, the pair had a look on their eyes of relaxation, of finally being stress free. They had done plenty of things in there life, most either illegal or frowned upon, but in reality, they just wanted to survive. Now they finally had a home to live in and a job that they could use their talents for good. They were at peace, finally.

So, did you remember the list for today? We have another hour of this and then we have to go to the Mission Alcove. Its so crazy that they let us in here without so much as a hassle. Whoever these people were working for are, they sure know how to move paperwork.

Shura nodded before jumping down onto the polished tile floor, landing almost silently like she had only taken a step. Hitomi followed, landing in the similar fashion before pulling her jacket up on her and ruffling her hair to make sure it fell straight. They would take a quick walk around the facility, checking everything to make sure it looked normal. Both of them were specialists in the things they were looking for, Hitomi more than Shura, and so if anything was amiss, they would spot it pretty easily.

The time crept by as they toured the facility. Each building was excellently crafted, probably by some master architects, a big difference between the shanty towns of some islands, and the uninhabited jungles of others. There were waterfalls and hanging gardens everywhere around the giant rotunda, and the glass ceiling let all of the days light in, though of course the heavy high mist dampened it to just a white glow. Still, with all of the banners and decorations, the entire place was a dazzling display of what people could do when their minds were made up.

Even with the creeping time, the duo's shift soon ended, and they were able to finally drop their guards a little. The walk from the Shinobi Center to the Mission alcove was a short one, and they had at least enough time to stop for some food, so of course the decided to use the SC's food court to their advantage. Even before they could see it, they could smell the intense flavors coming from that area. They drifted through the air like tendrils of mist, luring the duo in, and in a few minutes registration would be over so the cooks were already prepping their food and creating samples.

While Shura smiled a devious grin, full set of teeth showing, Hitomi just let one creep up her edges. Though they were almost polar opposites in their behavior, when it came to food, they were identical twins.

"Sample run?"

"Sample run."

And off the pair went, running around the large area, gathering as many samples as they could. Before long, their hands were entirely full, and they would have to sit down to free up some space, but as soon as they got more space, they were up again, getting the most out of the freebies.

19 bowls between the two of them, all sorts of rice, meats, and vegetables downed in their battle against hunger. Their table looked like some sort of buffet washroom, but that was just how they ate when they could. The duo were like snakes, gorging themselves and not eating until they could again, sometimes whole weeks, but now, with their own place to call home, they no longer had to struggle like that. This was their celebratory meal, and even though it was only lunch, it was what they had time for, and they were glad they could share it with each other.

"Well, time to head over to the alcove?"

"Yeah, its about that time."

Their words were slower, reflecting their full bellies, their actions almost as sluggish as a drunkard at the end of the night. Belts unbuttoned and bodies stuffed, the pair walked over to the mission alcove, smiles on their faces the whole way. Their bodies had begun digesting the food quickly, a perk of their shinobi conditioning and they were quickly storing the energy away returning their bodies to their normal condition. Before they were even halfway to the alcove Hotomi swore she heard Shura's stomach growl.

Still, as they got closer to the big black wall in the back of the building they noticed that there were quite a few people there, maybe two dozen ages ranging from what looked like kids, to a few who seemed older than most. Everyone was seated in front of the wall in the amphitheater style seating, with the majority of the people spread out. Some sat together in groups, many looking similar, probably clans of families, others sat like Shura and Hitomi, friends from before, and others sat alone. The chatter was slight, nothing more than a buzz but within moments of their arrival a hush came over the group as four people walked up in front of the black wall, standing solemn and emotionless. A moment later a small, wiry looking man, a rather important looking man dressed regally, and a woman who was admittedly very beautiful but something about her seemed very serious. Dangerously serious.

The wiry man took no time shuffling through a few papers, placing them on a small podium for a moment before quickly moving away from the podium, letting the more importantly dressed man approach. He quickly spoke in a deep gruff voice, a little different from what Hitomi would have expected, but the voice fit him as well.

"I would like to welcome you all to the village of Soragakure. I am, Shizume Haganam the hospitality advisor to the Sorakage. Due to recent events our country has found itself in a somewhat unique predicament. We are a village not bred on warfare, but on peace, and yet the world doesn't always call for peace. Many of you may know each other from previous lives, some as friends, some as enemies. Today however, gathered here are what will make up some of the genin, chuunin, and jounin population of this village. United under one banner, for the betterment of the Shinobi world."

Applause let out from that statement in a wave, as some of the older members felt emotionally compelled, and the others simply followed suit. Hitomi simply watched and listened however a quick glance saw that Shura, who was normally against this kind of thing was smiling and clapping as well. That made Hitomi smile.

"As I have introduced myself, I would like to introduce someone else to you as well, Harumi Miyako. She will be assisting me in my duties as Hospitality advisor, specifically dealing with new shinobi residents".

She slowly walked up to the podium, dressed in a shimmering blue and silver kimono. Her hair was tied up with a pair of chopsticks and her makeup seemed minimal if present at all. Even underneath her clothing you could see her womanly shape. It looked beautiful and strong, like a sword. Many of the males began smiling, obviously pleased with the choice, but many of the younger girls also seemed excited, seeing what could be their future. May people were still clapping but her first words hushed the crowd, and all eyes were on her, every shinobi waiting for her first address to them.

"Hello, my name is Harumi Miyako, though many of you may not know me, I can assure you that if you put your trust in me, I will not let you down. I grew up from childhood surrounded by shinobi, both of my parents were shinobi, as were there parents before them. Like many of you, my parents died while serving their village and their country, and like many of you, I have lost friends and even siblings to war. Though we are a militarized society, our ultimate goal is peace, and I will try my best to uphold that belief as best that I can.

I will be tasking you all with keeping the peace and village security, of upholding the beliefs of our village, and maintaining the level of excellence we strive to maintain in all endeavors. Many of you I have seen before, but most of you are still new to me, and so I will make it a point to try and become familiar with each and every one of you. That being said, my doors will always be open to you, and I welcome you to come make your own judgement of me for yourself."

Many people nodded in approval, some smiling while showing that indeed they would be making their own judgement.

"Now of course, many of you do not know the layout of the village, or the surrounding island, and so before we begin undertaking any large missions, I want you all to get familiar with the surroundings. Those of you who are chuunin and jounin ranked, you have freedom to explore the village and island. As for you genin ranked people, soon you will be assigned a jounin mentor who will be able to take you into the island at their discretion. I will be meeting with the chuunin after this meeting to discuss teams, and then I will be meeting with the jounin to discuss their teams. Once you are assigned to a team I will personally speak to all of you on a team by team basis, but like I stated earlier, you are more than welcome to visit me on your own.

Also, as the assistant adviser I have a little leeway in the rules and happening of the village, but all power lies with this villages leadership, and you are to follow all of their rules to the letter."

It was good to have a home. The duo needed it, but now, with the mention of teams, they realized that their duo might be getting split up. They had been friends since childhood, Hitomi's family taking in Shura as their own second daughter. When they had to flee the village Shura and Hitomi were the only ones who made it, and they made a promise to never leave each others side. Now though... they might just have to.

It was something she couldn't foresee happening. They might just have to take up the new Ambassador's offer to speak to her first, but it seemed like the way things were set up they wouldn't even have that chance before the selection process started. What to do, what to do.

Fate always seemed to deal them a odd hand.
